Preheat the oven to 180°C (160°C fan bake). Grease a large baking tray.
Mix the flour, sugar and rolled oats.
Melt the butter, golden syrup and water in a saucepan. Stir the bicarbonate of soda into the butter mixture. Add the butter mixture to the dry ingredients. Mix well.
If you want chocolate chunks in the biscuits, allow the mixture to cool before proceeding. If you want the chocolate evenly melted through the biscuits, proceed while the oat mixture is still hot. Add the chocolate and stir.
Make into small balls and place on the baking tray, well spaced to allow for spreading. Flatten slightly with a fork.
Bake for 15 minutes or until golden. The aim is to get them golden in the oven, not brown. Cool on the tray.
