Preheat the oven to 180°C (160°C fan bake). Grease a large baking tray.
Mix together all the ingredients, except the milk, the chocolate and the nuts and raisins, if using, in a large bowl using a wooden spoon. Keep mixing until the mixture resembles fine, powdery crumbs. Add the remaining ingredients and mix to form a dough ball.
With moistened hands, roll walnut-sized balls and place them, evenly spaced, on the baking tray. Use a fork to squash the cookies flat.
Bake for 12 minutes. While still hot, remove from the baking tray and place onto a cooling rack.
